Bihar Township: Greenfield and satellite townships will be constructed in all the nine divisional headquarters districts of Bihar. The state government has prepared an action plan for the development of satellite towns in the capital Patna, Saran, Bhagalpur, Munger, Muzaffarpur (Truhat), Darbhanga, Saharsa (Koshi), Gaya (Magath) and Purnia. A senior official of the Urban Development and Housing Department said that a high-level committee headed by the Development Commissioner is seriously considering every aspect of the satellite city. A number of important suggestions were made in their meeting and the options received are being considered. A second meeting of the high-level committee is scheduled for August itself. The venue selection will be finalized before this meeting. According to reports, preparations are underway to send land acquisition proposals to districts next month, with two or three proposals being discussed for each district headquarters. They will be approved as per availability. Initially, a proposal for a township will be taken from each divisional headquarters district. If all goes well, the process of sending proposals for necessary land acquisition to the identified districts will also begin from September onwards. In the municipal plan, separate land will be allocated for main road, branch road, land for sale, hospital, school etc. According to the official, the planning, regularization and zoning of these areas will be done separately for proper and well-planned development of the area. The government will acquire only 10 percent of the identified large plots. Roads of various widths, drainage and sewerage, parks and other civic amenities will be developed in the acquired area. Once the township is created, the government will recover the cost of acquisition and construction by increasing the MVR rate of the area, imposing infrastructure development charges and developing and selling the acquired plots along the road. With this, the state government can create proper townships around all major cities without much cost.
