The Central Government has issued an order removing the restrictions imposed on government employees to participate in various activities of the Rashtriya Swayamsevak Sangh (RSS). In this order, the central government has modified the orders of 1966, 1970 and 1980, which imposed provisions of action and punishment on government servants for engaging in RSS shakha and other activities. An ordinance in this regard was issued by the government on 9 July 2024. What was the 58-year line? About 58 years ago, on November 30, 1966, the Indira Gandhi government banned government employees from participating in the activities of the RSS and Jamaat-e-Islami. The order states that a government servant shall not be a member of any political party or any organization engaged in politics and shall not be associated with it in any way. According to the Ordinance, a Government servant shall not participate in, donate or otherwise assist in any political movement or the activities of such organization. In the 1966 Ordinance, the sub-rules were clarified as Government servants expressed some doubts about the Government's policy regarding membership of the Rashtriya Swayamsevak Sangh and Jamaat-e-Islami and participation in their activities. Clause (1) of rule 5 of the Central Civil Services (Conduct) Rules, 1964 applies to Government servants participating in the activities of these two institutions. Any Government servant who is a member of RSS or Jamaat-e-Islami organization or their activities, or is in any way associated with them, shall be liable to disciplinary action.
