Jharkhand: After the Supreme Court verdict, the government has passed a bill related to mining of minerals.
Jharkhand: The Jharkhand assembly on Friday passed a bill to impose tax on mined minerals to raise additional revenue for the state. The decision comes after the Supreme Court's recent ruling that empowered states to levy taxes on mineral rights. The bill, titled 'Jharkhand Mineral Rich Land Cess Bill 2024', was proposed by Mines Minister Mithilesh Thakur and approved by voice vote. It outlines different tax rates for various minerals such as Rs 100 per metric tonne on coal and iron ore, Rs 70 per metric tonne on bauxite and Rs 50 per metric tonne on manganese ore and other minerals. The issue of fixing tax on market value was raised in the meeting, AJSU MLA Lambodar Mahato and CPI (ML) MLA Vinod Kumar Singh suggested that the bill be sent to a select committee for some technicalities. Mahato had some concerns about the cess rates and proposed using the money collected to help displaced people. He suggested adding a clause that cess funds would be earmarked for the welfare and compensation of affected people. Singh said the duty should be fixed only on the basis of the market value of the mineral products and not on their weight alone. Thakur said all concerns have been addressed and the bill has been thoroughly reviewed. The assembly passed three bills, including the Jharkhand Jail and Correctional Services Bill 2024 and the Jharkhand Private Universities Bill 2024, over the objections of Leader of the Opposition Amar Pauri. Criticizing the assembly speaker for suspending 18 party MLAs, Pauri said they did not get a chance to voice their opposition.
