Sleep is disturbed after the accident! What are the rules for running training? Find out what the role of which government department is

The accident at the basement of the coaching center in the national capital, Delhi, has shocked the entire country. The accident in Old Rajendra Nagar claimed the lives of three bright students (two boys and a girl). After the accident, all the government departments that issue other documents like permission or NOC to run training centers have lost sleep. Let's see what are the rules and regulations for coaching centers in Delhi and what is the role of police? Let's talk about this too. This year, the Union Ministry of Education's Department of Higher Education has set new guidelines for registration and regulation of starting coaching centers. Government registration is required to start a training center. To register, fill the online registration form on the website of the Education Department. If the profit is more than Rs.9 lakh per annum it is necessary to register it as a business company. If a training center has multiple branches, each branch will be treated as a separate unit. Separate registration is required for these. The institution must provide information about courses, fees, timings and numbers on its website. There are also government regulations required for the infrastructure of the educational institution. Guidelines for coaching centers are that a classroom should have at least one square meter of space per student. Training requires fire and building safety certification. Electricity, ventilation, lighting and security arrangements are essential in the centre. The training should include CCTV cameras, first aid kit and medical assistance. It is also necessary to have an emergency exit. NOCs from MCD, Electricity Department, Water Board, Fire Department, Delhi Police and Education Department are also required for this. Tampering with Institute Building Safety Certificate is an offence. If a training center violates the registration rules or conditions and general requirements, a fine of Rs 25,000 will be imposed for the first offense and Rs 1 lakh for the second offence. A third offense can also result in cancellation of training registration. The building in which the training center operates must be commercial. There should be NOC of the Municipal Corporation there. The matter is related to education and therefore the approval of the district education department should also be obtained. According to Arvind Singh, this is a commercial job, so fire NOC is also necessary. Full details of the employees working in the training center should be provided to the Income Tax Department. There are rules for the building in which the coaching center operates. No academic activities take place in the basement. All classrooms should be on ground floor and first floor only. Training should be registered with MCD. It should have a trade license. It should also contain GST number. No coaching center should use the word guarantee in the name of giving success to the students. Many coaching centers have more students but their numbers are hidden, he said. When an accident occurs, all concerned government department employees come and conduct survey. Two entry and exit gates are mandatory for conducting training in the building. Referring to the recent case, he said the police along with the organizer and MCD were responsible for the accident. The police are responsible for opening the library at night as only the police can give permission. MCD staff do not go for survey. As the library rent is low, children go to study in the basement. If the police and training centers are not connected, how will the libraries be open at night? Entry- Anshuman.
